No clue. Perhaps if you start off as a free player you start at 1000, but if you start as a paid player, you start at 1200? It would make sense that better players would be willing to pay, while worse players wouldn't.
On the other hand, my rating is far better than I thought it would be. I was pretty sure that I would quickly drop to the 800 or so range. Instead, I've managed to rise to 1145 with an RD of barely more than 100. It's going to drop soon; there are a couple of games that I'm going to lose unless the other player makes a mistake (and I don't). But not enough to drop me below 1000 in the near future.

When you create your account, you are asked how experienced you feel you are. Depending on your answer, you start at different ratings. Anywhere from 800 to 1800.
To the OP, the average rating depends on the time control. For example, in bullet, the average rating is a little over 1000 (https://www.chess.com/leaderboard/live/bullet), in blitz it is also a little over 1000 (https://www.chess.com/leaderboard/live/blitz), in rapid it is closer to 1100 (https://www.chess.com/leaderboard/live/rapid), and in daily it is almost 1200 (https://www.chess.com/leaderboard/daily).

That makes a huge amount of sense.
Interestingly, the percentile calculation hasn't been showing up on my rating for a while. But it was about 33% with a rating similar to my current Daily rating of 1145. If 1200 is 50% (the median), then there's a crap ton of people in the 55 point range. I think it's more likely that the average may have creeped up.
(Or the reason the percentile calculation is blank is because the old calculation was wrong, and I wasn't in the 33rd percentile.)

Well, I stand corrected on that point. The mean is 1197, the median is around 1250.
According to the USCF. Class C players are average players.

I suspect one's starting rating is a result of the little survey they make you fill out when you sign up and that most people select "intermediate" as their level and that defaults to 1200... if no one has already said that or had a better answer.

Where you choose to start is pretty irrelevant.
Ratings don't count towards the overall percentiles until you're like 15-20 games deep.
By then you will be pretty close to where you should be.
