Averaging 70-85% accuracy in 300 elo chess and still losing

SnrWoody, holy crap, I had no idea you could turn on "confirm moves" for live games! I play 10x better OTB because I have a hard time visualizing the effects of every move on a 2d screen, and confirming moves will be a big help. Thanks!
I started playing chess a month ago, grinded a lot of theory, games and puzzles where I've reached nearly 1700 rating and despite all my efforts I'm deadlocked in the 300-400 elo range. Looking at my game reviews I am playing with decent accuracy, not blundering pieces and averaging around 950-1150 game rating yet I am still getting outmatched by opponents who should be in the lower 25 percentile. I am unable to improve and every time I get a little winstreak I immediately start losing when I approach the 400 range. I'm beginning to believe that because 400 is a default rating that the majority of people in this range are smurfs who made a new account. Maybe it has something to do with the way I'm playing but I honestly don't see a way out at this point.
