Hello,
I personally like the chess pro with coach app. It's however only available on apple.
If you have android I suggest perfect chess trainer.
These two are not free, but are not expensive too.
Good luck

Of course , there is my "iChess Chess Puzzles" app which was meant to work offline with loads of free advanced and master level puzzles, as well as more in the Store.

Perfect Chess Trainer for androids is the best offline tactics app I've run across so far, but it also has other cool features. I think it runs around four dollars and change.
Chessok apps, for example CTart 4, are the best training apps on the market, and will provide you with many quality chess tactics.

I second that. Best puzzle selection I have come across so far!
It's not just a matter of having 4G. I have a cellular data limit on my phone and if I go over, I have to pay extra. Again, Chessok, now sold by Chessking, tactics app are by far the most quality apps available for serious chess enthusiasts. Chessimo is also an excellent app for off line use.
I have used Chess Tactics Pro extensively. It's puzzles are constantly updated in each of its three levels, and the progress mode and analysis is excellent. In fact, it's analysis is not as cluttered with details as those here on the chess.com Tactics and Trainer section. Not that I don't use the the Tactics trainer on this chess.com, but it gives me far too much detail as if to show me line by line code of what the computer is thinking. In analysis mode, Chess Tactics Pro shows graphically the possible moves of chess pieces by animated arrows. And you can tap on the various arrows (while the appear and disappear as it's "thinking"), allowing you to analyze each viable scenario. I can't describe it adequately, but it is definitely an excellent offline tactics trainer.
Thought I have not tried the paid features, the free version of chess tactics pro is still excellent.
While at work I like to do tactics and endgame puzzles maybe for like 5 minutes every hour or so. Anyways at my new job location there is literally no service to get online. I was wondering what are some of the best puzzle apps I could download to do tactics without being online? I don't think chess.com offers anything like this? I'm currently using "tactics trainer" but the puzzles are weak one move puzzles. I'm looking for something more difficult and don't mind paying a couple dollars. Thanks. And sorry if talking about other apps are forbidden, I just didn't think chess.com offers it?
