Depends on what types of events you plan on running from what I've read in the past.
For standard USCF events, WinTD works well and is what I use now. SwissSys and SwissPerfect are others, though I have never used them.
Best Pairing Software You Actually Have To Pay For?

Look at some of the programs here, all approved and endorsed by FIDE:

JavaPairing and Vega are both free, and from what I see are pretty good.

WinTD is still around? I used version 1.0 back in the late '90's when I TD'd scholastic tournaments in the countywide school system (from south of Annapolis north to the borders of Baltimore) in which I taught. I liked it then! Before that, we did everything on index cards!
The other coaches were leery of going to a computer program, mostly because computers were prone to crash more often back then, so we still kept backups of every round on index cards (about 30-60 players each tournament)!
I've seen a lot of posts about "free tournament pairing software."
I've tried a couple of freebies and they don't cut the mustard.
Any suggestions on software you actually have to buy? Would be using Windows 8 or Mac OSX.
