no. although it's an exchange not a sacrifice but two minor pieces are better than a rook therefore this exchange should be avoided.

While it is an equal exchange, minor pieces have a higher value in the opening / middle game, so I don't recommend it if your not in the endgame.
Does it make sense to give up both one knight and one bishop for one pawn and one rook? Is it a risky move?
