Depends upon pawn structure. The "rules" have already been determined, see Bishop vs. Knight endings by Averbakh.
Generally, if pawns are on both sides and position is open, a Bishop. If pawns on one side of board, a Knight.

Depends. For example here, I would prefer to play black. The bishop has it so much easier to get to ''isolated'' pawns, and can reach across the board (sac it) in case white gets a running pawn. The knight is useless in this position. On the other hand, if it's a closed position, a knight could be much better
