The average rating for Blitz is around 1040 but the rating in the 50% (50th Percentile) is lower... a little above my rating of 945. What is the statistical difference between the two?...
Blitz Rating of 945...48.7%?

Also in the forums and discussions all I see is people with 1200+ usually 1400+ ratings....where are the ~2 million people (half of all chess.com players in blitz) with low ratings?

I am quite surprised my current blitz rating of 945 is in the 48.7 Percentile. Am I missing something... how can such a low rating be almost average?
I think a lot of people make a new account, lose a few games, then quit.
The average among active players would be a lot higher.

I remember topics about this in the past... the numbers they show us aren't the same numbers they use to calculate the percentile... something like that.

Lets say the average number of players in live chess at any given time is 20K.
Lets say the average session (before someone logs off) is 1 hour.
Not sure how accurate that is, but it lets us ballpark active live players at about half a million. Far from the multi millions we might expect.
Also there are a fair number of people (apparently) who will read the forums, looking for tips / advice, but don't want to make any comments... but ok, mostly the discrepancy is due to inactive accounts, and people who make more than 1 account (even though you're not supposed to).
