Blitz rating vs Bullet rating

I only played 5 minute minute blitz games here for quite some time. I decided the try some 2/1 bullet games last month, I'm pretty consistently over 1400 on blitz, but was about to throw my phone through a window as I kept losing 2/1 games to what I thought should be inferior players. I started checking people's profiles after games and have found everyone seems to have a lower bullet rating and in most cases substantially so, like 200 on average. Am I missing something? How does this add up? It seems mathematically impossible.
