Blitz stall

They're not doing anything, it's just a server disconnect. Happens all the time.
I have been playing 10 min blitz, several times when the opponent gets to a point where they have to think a bit before moving, their clock stops, says there is lost connection and a countdown starts in seconds, Just before the end of the countdown they make their move. Basically stalling for time somehow. How do they do it? what to do?
