It's a collective punishment, same way they do collective punishment, I'm pretty sure the 13000 children weren't armed.
Both are in the wrong in my opinion. Only way to stop the war is the surrender of Hamas.

It is disproportional. Their book says an eye for an eye. This is 40 eyes for 1 eye.
