To the answer to that question is yes. The reasons are stated below

  • Some of them are actually good at chess example me.
  • Some 300s are under-rated.

Here is a game played by me at the rating of 328 and my opponent was 333:

This game is also most likely the best game I have played
I am playing as black in this game.
This has a total of 6 greats and 1 brilliant at the level between 333 and 328 so a 300 rated player can definitely play a brilliant.

Anybody can get lucky, Fun fact chess.com gives sacrifices for higher rated players a best move but they would give the same sacrifice for a low rated player a brilliant

If you accidentally play a movie that game review sign as brilliant doesńt mean that you know anything about chess. This game is completely idiotic for both sides and if my 8 year old students would play such a “game” I would be quite unhappy. Instead of of being ecstatic for one!! Sign given by stupid game review, rather focus on not hanging pieces on every move.

It doesn’t really matter about the amount of great and brilliant moves u make, it’s abt the accuracy
