Can only titled players have 2 accounts?

So i heard i could be banned for having 2 accounts, and im only using a 2nd account to practise without losing points on my main not for any other reason. I have contacted chess.com to ask about approval but since im impatient im posting this q. Can only titled players have 2 or can everyone with approval?

Thanks, the approval form it says use if you are a titled player and im not so im confused hopefully chess.com will get back to me soon and i can be approved.

That's not what it says. It says you should use the shown form.

It says that if and only if you are a titled player, you should use a different form.
