Can someone continually draw with me so my rating will go up?

But if you manage to earn one or two hard-fought legitimate draws, then it's perfectly alright.

That is considered cheating plus other person needs to lose points by drawing if you want to gain, so its also kinda selfish

A related question, if I were to start a game against a player ~50 points weaker than me and offer him a draw before the game so that I get my rating down from 2401 to a nice, neat 2400, would that be considered rating manipulation?

It can happen, especially in tournaments. A player, who is almost guaranteed of winning a tournament with a 1 point lead above the second-best player might offer a draw in the final game to a weaker player even if the opponent's rating is lower.

I've found winning games helps my rating go up. You could always try that if you get stuck.

If you did it one time? Technically maybe, but not something that is likely to cause a problem.

No, you misunderstand. I interpret his sarcasm as a form of toxicity. By doing this he was clearly not meaning to be helpful or factual. He intention was to mock me for my question, which therefore is being toxic.
