Can someone continually draw with me so my rating will go up?

This is against the rules.

If you do it a few 100 times chess.com will even send you a message asking you to stop.

If you do it a few 1000 times they might even ask you to stop again.

Its straight up cheating and he can be banned for violating TOS.

IN THEORY someone could be banned.

It's cheating. Sandbagging, using bots or playing with friends or alt accounts to win points are not allowed in Chess.Com.
