Improving at Chess is no different than improving at anything else you do in life.
Books don't offer structured learning, they offer information.
There is no "magic bullet", or one size fits all approach.
If you really want to get good at anything, including chess, you will need to invest time and money into it. Set goals, measure yourself, hit milestones, keep disciplined.
It's actually quite clear how to do it, it's how hard you want to work at it.

What are you doing right now to improve?
- playing 9-10 games everyday
- analyzing lost ones, checking inaccurate moves mistakes and blunders, seeing suggested moves instead, saying 'ahh i hope i'll remember that next time' (sometimes remember them)
- opening youtube, mostly watching some opening theories
- I have a few chess e-books, trying to read something randomly, cant follow them mostly
- watching twitch chess streams more often, mostly speedruns.. danya is good but he is a gm, his bar is too high.. i dont understand his ideas usually.. i dont watch levy
- i google about some master games, wanna 'go over' them.. idk what it actually means, i once read it somewhere.. going over too many master games develop your intuition they say.. its like overhearing a conversation i guess, my brain is supposed to recognize masters' patterns when needed probably.. but i cant choose which master to follow, old or new ones..
then i check here forums.. trying find a way

why no one can effectively improve their ratings to 2000s ? people say analyze your games, solve puzzles and study endgames..
alright how come i see a ten years old kids having 2000? when on earth did they do these, kiddo was peeing his pants last year
there is something wrong with these suggestions, it feels like people just fool you into something that isnt real at all..

I don't know man, I am in my twenties and played my first chess game 3 years ago during the pandemic as a new hobby. I started at about 1000, since then I have been steadily improving and am closing in 2000. The trick is to play a lot and lose a lot. Lose every way possible until you start running out of new methods of defeat. Once you have exhausted all the possible ways you can play chess wrong, you will be able to play in a manner that is moderately ok. Change won't happen over night, even if you learn something new about chess it takes time before you successfully integrate into your own game-plan. I guarantee those ten year olds have played more games and done more puzzles then you have in your whole life.

I am improving marginally between games. Yes. It is possible. The stronger you get the slower you improve but it is possible. What do you do in order to improve?

Youtube is mostly entertainment. Not every Youtuber cares about educating. Besides there is a part of study that is impossible to stream. Would you watch someone just sitting quietly doing seemingly nothing for long periods of time?

It's not just about how much you study, but how effectively. Simply going through the motions won't necessarily lead to significant improvement. Focused and deliberate practice is key.
Improvement in chess, like any skill, requires consistent practice over time. It's not a quick-fix endeavor.
A positive attitude towards learning, a willingness to accept losses and learn from mistakes, and a growth mindset are all important factors.

You have basically no firm structure at all. Playing too many games, analysing only some, watching irrelevant content and analysis is being done by computer? That isnt entirely clear to me but it seems you lack exactly the structure you should be after.
I am not saying that some of the exposure to chess wouldnt rub on you, but you mostly waste your time. That is what it feels like from where I sit
