Stallers should only play against other stallers.

If you don´t want stall use flaps, at least at 45 degrees

not moving isnt the same thing as intentional stalling, like wating the full first 8 minutes or w.e.

its warranted though i usually dont care but when its obvious what their intentions were than its irritating, but only because if you call them out on it theyll have some pathetic excuse or not provide one at all. When you take 8 minutes on the first move youre just being an a hole
