Because it's against the rules
If you're asking why the rule exists, the probable reason is that if a person could castle while in check, people would just wait until being checked to castle and get their king out of trouble. The current rules make this impossible and thus the player has to decide to castle before they come under attack and makes the game more interesting
if not.....Why not?
