This position seems quite lost

Depends who's playing for black, depends how much time black has and white has, depends who's move is it.

But generally speaking answer is no.

Black (although probably not what it was aiming for), can grab a rook with Bf2

If the black kingside pressure was not even present in the position, black would still be close to winning. White can't untangle the queenside pieces and the white's light squared bishop looks useless.

Dropping a piece for nothing after 1.Rc1 Rxc1 2.Qxc1 Bxb3 seems like the only way to avoid mate, but the trouble is that Black may not even accept the free piece and play something like 1...Rf8.

LM_player ...Bf2 is not threatening to take the rook, but rather mate after ...Qxh2+ and ...Rh6.

22. g4 fxg3 23. f4 would hold black off as well. But yeah, white's position is pretty hopeless.

If it is blacks move then bg3 and white cannot avoid mate.
