Can't pass 1300 elo for 8 month...

About 9 months ago I had an elo of 1526 and I had played close to 2500 games, I was constantly improving my scores and trying complicated tactics. But a month after I quit and started again it stopped completely and my elo dropped to 1400, then 1300 and I'm still at 1300. I have to say I've never seen anything more ridiculous in my life, I was doing so well and suddenly I seem to have forgotten everything about chess. Sometimes I can make good moves but in general I have no idea what to do at the beginning of the game, at the end. I just play aimlessly. Can you help me with this? I remember 10 months ago when I was at 1300 elo, I opened a new account which had 1600 elo and beat people with 1700 or even 1900 elo a few times :( Did my intelligence drop?

++ Stop playing blitz & bullet, play 15|10 rapid if you seek progress.

"I seem to have forgotten everything about chess" ++ Blunder check before each move.

"Sometimes I can make good moves"
++ You do not win by good moves, you lose by bad moves.

"what to do at the beginning of the game"
++ Develop your pieces into play towards the center.

"at the end" ++ Learn basic endgames.

"I just play aimlessly" ++ That is bad. Always play your piece that stands worst.
