Not only is this percent wrong (we can see his stats) but over the last 30 days he's lost rating points in bullet and blitz.
So I can only assume the engine analysis you report about is just as exaggerated.
Looking at your game against him with stockfish
It doesn't look like he's cheating at all. A simple fork won a pawn, then he had very sloppy technique trying to win from there. You eventually blunder another pawn and that's it.
Based on how the 2nd half of the game went, he played the first half well accidentally for two reasons:
1) It's an exchange caro so not much is going on and just developing pieces is enough for the engine to approve
2) You make the unfortunate choice to block your c pawn with knight on c3 in this reversed carlsbad structure, (also called a reversed orthodox structure). In other words it's like black playing Nc6 blocking his c pawn in a queen pawn's opening. In 9 out of 10 cases it's just not good. I suspect neither player knew this, but it's why white was suffering and eventually got his b and d pawn forked.
This structure is usually associated with the queen's gambit exchange.

And even though this may seem like esoteric or advanced knowledge, this is actually one of the most basic pawn structures in all of chess, so that's why I took the time to make a little post about it. If you google for carlsbad or orthodox structure in chess, you'll be able to find plenty of info about it.

Now thats supicious and by the persons rating they should be playing 2k+ I used analysis on one of their games and they played excellent moves of every turn. Which is not normal.
