cheaters only get caught if they always cheat

I played a 500 in a tournament two days ago, and he beat me, so I analysed the game, and he had 100% accuracy, and played only the best moves. So I reported him and wrote in the tournament chat that he cheats, and he immediately withdrew. Today I decided to see if he was banned yet, but the game against me was the only one he cheated. Probably because I am 1100 rated, and he is 500 rated, but he still didn't get banned. I know chess.com can't just ban everyone with 100% accuracy, but it's still a bad feeling knowing that people who only cheat sometimes just get away with it.
