I think he could if he memorizes the starting position and have the capacity of playing blindfold chess.

That really depends on who is asking in a way. I think different people will have different standards on what would be acceptable as playing it. I'm sure it would be playable for some, but I think the Amber tournament last year had a blindfold tournament and there was some blunders going on in every middle game.
