When you can. Because not starting means you won't play.
If you start much past your late teens the chance of becomming a master is severely diminished. But if one's reason for playing is to get a title you probably wouldn't have the dedication to the game to earn the title in the first place even if age wasn't a barrier.
I don't think if anyone's reason to start chess is to win a title.I am wondering how good can someone become if he starts chess at age of 25 for example but studies chess many hours every day..
Good enough to enjoy the game. Not good enough so that the average chess player will know your name.
