That would be impossible to say; there are many great chess books but cater to different audiences or have different goals in mind.  For a beginner, I hear "Logical Chess: Move by Move" by Chernev is one of the best to get.  For more advanced players, I've heard many speak highly of "My 60 Memorable Games" by Fischer.
