chess.com should be fair with time allocation
You stalemated him. Neither side ran out of time.
For every move played, 2 seconds get added to the clock. That's why time left can go up in an endgame.
"Incremental" means that each time a player moves, he gets a bit of additional time added to his clock. So yes, if your opponent moves quickly enough each time, he can actually GAIN time instead of losing it.
And you stalemated him there at the end, so the game was a draw.

does it mean if the opponent played so fast his time will be added on from lets 8seconds to 18 seconds cos that's what I saw in the game
What you are describing might also just be internet lag.
The actual time is kept track on chess.com's server (wherever that is... USA?) and the time shown on your screen is just your computer's best guess at the remaining time. The real values only get updated as each move is processed by chess.com.
A bad internet connection can leave the time shown on your screen completely out of whack with the actual times remaining.
