It's hard to compare human vs computer because especially when they're made to play weaker they play so differently than a human would.  For example it's never going to miss a 3 move tactical shot.  But positionally, ie when you point all your pieces at it's castled king it doesn't sense any danger.  So it's as if there are two players sitting across from you.  When there's an immediate tactic the stronger player makes moves, when there's no tactic a weaker player takes over.

Another reason it's hard is because they're untimed games, one player may take 20 minutes to beat it while another beats it as if it were a 5 minute blitz game.

IMO if you're beating it regularly it's saying you're solid tactically more than pointing toward a specific rating.

About its tactics I don't agree with that. Even on hard it's missed several tactical shots lasting less than 3 moves against me (granted, from strategically inferior positions). 

I also think it shouldn't really be that hard to estimate roughly what it's rating is just based on how easy it is to beat. For instance I can say for certain that chess.com's estimate of 1500 for the medium strength comp is hundreds of points higher than what it actually is (not chess.com ratings of course).

I agree that on medium 1500 USCF is too high an estimate, even for some of the tactical things it sees.  Reading what you posted earlier, I agree it's barely 1500 strength set on hard.  I'm sure it could be given some kind of number, but because it plays so unlike a person it's hard for me to guess.

I only played it a few times, we would castle opposite sides then I'd sac something and either mate it or it would have to give up tons of material.  It did catch me in the opening once where I dropped a piece in 10 or so moves to a tricky maneuver I just didn't see.  This is why I thought it could see short forced tactics.  I didn't notice it missing anything, but it may have.  I didn't look very hard for it because during these attacks I had the initiative.
