The rules of chess allow a single player to have as many as 9 queens. Some of the intellectuals around here will disagree as to whether this is still chess.

I one tournament I was in a player was well ahead of his opponent. He screwed around and underpromoted his pawns and eventually mated the guy with 5 knights

 I doubt it ;-)

you have 8 pawns & one queen, you can promote either of the 8 pawns you have at your disposal. that would make 9 queens if you could promote them all

Are both sides capable of getting nine queens?

well done that took some leg work haha!  Now of course it has to be done in the fewest moves of course haha!

haha, i did it in fewer moves (still a long way from the fewest) the first time but when i tried to post it i just got a message telling me to add some text to the main post, and it ate my board so i had to start again!  This time i rushed it a bit and then had to spend loads of moves getting the kings out the way.

That was VERY cool.

I read that the most ever in real GM tournement play was 7.  I will look that up so I can reference a source and game.

I have matched that feat against the personality "Berry" in chessmaster.  I took a stupid loss & wanted to get a fitting revenge, so I queened it up like crazy.

Anyway, 7 is realistic against a outmatched or drunken opponent.  I just can't convince Hoser of Staunton to include 12 extra queens with my $1000 set of pieces.  What a rippoff.

I thought the point of the game was checkmate not how many queens you can have?
