Chess Plateaus

I have been plateauing around 1600 USCF for about a year which I am not sure why. I don't think I play that badly too be honest, I just notice that I get into time pressure a lot and I don't really have any positional knowledge( creating a plan,etc). What should I do to not be discouraged and get past my plateau into the 1800s and beyond?

this happens to everyone really. I have been plateaued at around 1800 to 1900 level for years because I don't have the motivation to really push myself. If you really want the higher levels you're going to have to put a lot of work, then suddenly something will just happen in your brain and you'll see lots of improvements then the plateau will hit again

One of the reasons I am plateuing is that I mess up winning positions in time pressure, how can I deal with this problem?

wack has got it right.  .  Motivation is key.  At 1600, you can solve time problem by writing or noting those moves you took a lot of time on after the game.  Also do not play games faster than 15 min.

I mostly spend time in the middlegame, when I have no idea what to do.

Study games of planners.  The opening doesn't even have to be one you know.

Which players are good examples of planners?

Start  withKarpov.  Also steinitz, but his planning is cloaked ..  Do not expect to play that way right away.  Just over their games, twice or more if you missed their plan.  Also remember a plan must be changeable.  Do not expect an open file to win by itself.  Studying these games and how they won and how they defended strong attacks will take you where you want to go.  Good luck.

Go to a chess tournament.  Do not play.  Watch how people in your rating level win.

Don't play bullet and fast blitz. Or, at least, play less fast time control chess. And play more slower chess. Also look for your mistakes after each of your game.
