when im playing chess and it was 2 pawns for both sides and a rook for me my opponent stalled for 7 minutes waiting for me to offer a draw or just resign

They want to stall so they can win by resigning. They'll think you're sone impatient person who wants to resign or maybe they have bad connection but it's unlikely.
