There was Kronsteen in the Bond film From Russia With Love - and in one of the Bond books, Bond muses on various sorts of villainy and includes 'chess-playing Russians'.

Cant think of too many myself but maybe it is because Russians are traditionally strong chess players and Russians are often viallains in American Cold War era action films
Chess, Intelligence and not being American are all key signs of the average villain.
Uh, Austin Powers was neither intelligent, nor American, nor a villain, yet he played chess in one of the movies with a Russian supermodel/spy.
