Just curious, why is 1.Qf4 not as good as 1.Qe5?

In general, no. For example, in the US an organizer or TD pays a $60 fee per section to get an event rated (if advertised correctly and the TD is at least Senior level for the USCF or a licensed FIDE arbiter). So the player doesn't directly pay anything.

 

For their online play, members do have to pay.

FIDE rated events tend to be more expensive than non-FIDE rated events because of the extra fee the TDs must pay.

Rating changes  from OTB blitz and rapid can change the online ones. As fas as I know, they are not going the other way.

There is yet another point to be taken into account.

Some people use apps to increase their rating on line. Even though that is kind of lame in my opinion, I think we are all aware of that.

So, as some have already commented, we should enjoy the game instead of figuring out this or that system to rate player (unless you are a judge -in which case I would recommend a good course or reading a book; there are plenty out there).
