What rating is given to players before they play their first ever match in rated tournaments like fide ?

You cannot join any such tournament, if you are not having any minimum rating in national and international tournaments. And that rating is 1800

And you can enter local tournaments of our chess clubs ( in Holland ) after a short "interview" about strenght, with e.g. 1200 as a start.

We just want to attract newcomers !
