Does a chess players rating change after every official rated game they play, or is it based on how they perform overall at a tournament? also, how do they determine your initial rating when you first start playing officially rated games?

everybody starts off at a single rating in most cases 6or7 hundred and every rated game they play will change their rating

Every rated game affects the rating, but the overall rating change is usually published only once every month.
