I'm not sure where official rules can be found. But in king of the hill you win either by checkmating or the clock as in regular chess, plus you can win by being the first player to get your king to one of the central squares e4 d4 e5 d5. The best strategy is to play it like a normal game rather than try to race your king immediately to the centre.
