Claiming a draw with no effect

I know how to claim a draw with the well-known button. In one of my current games I think the requirements for a draw according the 50 moves rule are given. I pushed the button for draw and made my move and vice versa (should have no effect, but I don't know the programming of the site).

It seems to my that my opponent rejects the draw every time.

My questions:

1. Am I doing something false or am i wrong in claiming a draw according to the 50 moves rule?

2. I looked for other posts in the forum but I could not get an answer to my problem. Can a "supervisor" declare draw and how do I contact such a person?

If the requirements for a draw have been met - 50 move rule, 3 fold repetition - then as soon as you offer the draw it will be declared. If it's actually offering your opponent a draw, then the requirements haven't been met.

The last move when a piece was taken was move 40. by black. Now we are at move 97. There is something wrong with chess.com counting 50 moves. Who can look at the game?

The last pawn move, not piece, was about move 78, so you count from there.
