Closed, but tactical, positions

From what I read, it seems like open positions are tactical/sharp, while closed positions are strategical/quiet. But is this really so, or am I misunderstanding something? Isn't there positions that are closed, but tactical? Or open, but strategical (positional)? 

If such positions exists, could anyone give examples of opening leading to: 

  • a) closed, but tactical, positions, and 
  • b) open, but strategical, positions
