CM title

Just seen on Wiki :
Introduced in 2002, the most usual way for a player to qualify for the Candidate Master title is by achieving an Elo rating of 2200 or more.
FIDE 2200 is CM
USCF 2200 is NM
They're roughly equivalent and neither have anything to do with chess played on the internet.
Some people play online for fun, or let others use their account, etc.
I often play a few games after having a few drinks, or in the morning, or before bed... definitely not my best efforts.
How does a player acquire CM title.
I viewed a CM player currently playing and found all his ratings well below 2000 and on viewing his games they were all lost bar one loss and one draw.
Just how did he get this rating?
