The computer here in "Play computer" is unrated. There is no time control. It allows takebacks. It gives hints.
You cannot rate such games.
You can play versus the rated computers in Live Chess.

There's no point in holding off on playing rated games versus computers or humans here. It's a good way of measuring your progress.
Well, with those caveats, people have previously estimated level 3 at about 800 strength, presumably for a game with a slower than blitz time control.
https://www.chess.com/forum/view/general/approximate-ratings-of-chess-com-computer-levels
For example,
Computer 1 = 1000-1200 rating
Computer 2 = 1200-1400 rating
Computer 3 = 1400-1600 rating
And so on...
Also I want to know how to compare computer difficulty to players ranks or titles,
For example,
Computer 8 = master candidate
Computer 9 = master
Computer 10 = grandmaster
And so on...
Thank you!
