Confusion with 4 player chess chat rule

With regards to 4 player chess, are you allow to form alliances or tell one player what to do? I assume diplomacy is part of the game, it is as much a pyschological/political battle as it is a fight. I mean there is an option for players to disable the chat, so I assume their choice not to, is saying their open to conversation and alliances.
