No. Neither can moves, nor the scores of chess games.

The annotations are the original author's intellectual property. The bare moves are not, not even if he played the game himself.

So if you think you can reword the annotations enough to fool s judge into believing that you are not violating the author's IP rights, then go for it.

Chess tactics come under the generic heading of chess, new tactics are only a different variation of established moves. I don't think it is possible to copyright variations within an established game, which is in the public domain.

But if you publish a book with exact same tactics and positions of another one, probably it will be illegal. You can however mix tactics, or games, from different books than it should be ok

Why would you waste all that time? If you're not a titled player (IM, GM), chances are no one will buy your book any way.

You can write books exclusively for chessable, many untitled(still atleast above 2k FIDE) have been successful.
