Could the USCF support a team of top players with stipends and incentives to at least ensure the top talent in US chess is able to play chess and live comfortably? Secondly, could the USCF handle holding multiple regional events with reasonable chances for GM norms? I know it takes some money to do these things. Does the USCF not have enough money or do they manage what they have poorly?
