As far as I know, user created custom themes are not currently available in v3.

When using V3, I see several themes but no button to create a new theme myself. I assume this has not been implented to V3?
But on the other hand, when using the old V2, several members create every day new themes calling them "xxxx V3 theme" what confuses me. Most likely they create a new theme in V2 what fits also to V3 or am I wrong and there is already a way to create a theme in V3?
