This idea would not harm anyone besides the users it explicitly aims to deter, cheaters and smurfs.

Doesn't matter? You argued against it impacting every user on this site, all I did was show you direct proof that it has in fact impacted you yourself. You are just trying to stir up an argument for no reason, get a life lol.

I played 822 games and 11 of them turned out to be against accounts banned for Fair Play violation
Among these 11 there were both new accounts and accounts from 2017 and 2016
It is 1.3% and I dont consider it as an impact

Okay? It has impacted your playing time, that is a fact. Whether you consider it as impactful to your experience is a personal opinion?

These 11 games did not change my life in general and chess experience in particular so, if you want, there was a zero impact for me

Which would be a good thing. One of the biggest issues the current system creates is inaccurate matchmaking. Many cheaters never get banned because they circumvent the ELO refund system by closing their own accounts before they get caught. Smurf players also skew ELO by placing players in matches not relevant to their actual skill level. Lowering the amount of new accounts in your playing pool will unilaterally drive your ELO to being more accurate, improving the playing quality of all users on the site.

New accounts are more often than not, cheaters or smurfs. Both are an incredibly frustrating experience. Pretty much everytime I play, I run into this exact experience. Playing against an account made "1 hour ago" is almost unilaterally a very negative experience.
How is this not considered a bigger issue. In other competitive games, there are significantly more barriers to entry?
In League of legends you need to be level 30 before playing ranked, which equates to roughly about ~100 hours of gameplay. In Dota 2 you need 100 hours of unrated gameplay and a verififed phone number. Smurfing is a bannable offense in Dota with both your smurf and main accounts being banned when caught.
In this game, I can boot up a new account start cheating right away or terrorizing ratings where I do not belong instantly. Mind you, you can close your own account before you get caught cheating. This leads to way too many low quality games.

If someone cheats against you they'll get banned and you'll get you rating back
If someone cheats and then closes their account(quite rare)you'll get your rating back if you are a good chess player

Nothing you said invalidates any of my arguments. Treating cheating as an inevitability is ridiculous as if further counter-measures can't be made. And my implementation would harm literally no one and only benefit virtually everyone.

Who said anything about during the game? I said give us the option to opt out of playing against new accounts. There isn't really a good reason that someone who has 1000+ games should be playing against an account created 1 hour ago. That's not even how it works at a FIDE tournament. You can't just be a random unrated and enter a rated bracket.
This also being completely optional, would only benefit those who do have grievances with the idea of playing against potential smurfs and cheaters. It's literally a 0 loss solution to helping resolve this issue.

That's not correct. You can have well established tournament players playing brand new to tournament Chess players and potentially brand new to chess players. That's true of open events anyway, not rating restricted ones
