They are all semi-equal. Bobby Fischer said "With 1.e4! I win," but there is nearly no tangible difference besides the openings they lead to and the characters of the game- 1.e4 is generally sharp, 1.d4 positional, 1.c4 unbalanced (even to the point that one English line, 1.c4 d5 2.Nc3, really is called the "Reversed Sicilian"). It's really 1.e4/1.d4/1.c4?! (?!=inaccurate, !?=novelty). 1.c4 is really only inferior in the respect that it controls 1 center square (e5) rather than 2 (d5,f5 for e4/c5,e5 for d4).
