Do you think it's unfair to be there a book full of moves and variations? There is a "show book " concept.
The use of books has always been allowed in correspondence chess. Databases of historic games were allowed too.
The problem is to keep the historic references separate from those recommending additional moves based on engine evaluations.
Some places have given up entirely, turning the correspondence game into engine wars.
