Deadline for Magnus Carlsen to decide if he will play?

I have a question regarding the 2023 World Championship.

When is the latest that Magnus Carlsen can wait to decide if he will play?

It seems beneficial for Carlsen to hold out on his decision as late as possible since all he has to do is prepare for the winner of the Candidates Tournament. However, the Candidate challenger would have to prepare for both Carlsen and/or the runner-up candidate if they don't know if Carlsen will participate until the last minute.

"3. 1. Each player receives his contract by email.
Each player signs and sends his contract to the FIDE Secretariat by the registered email before a fixed deadline indicated in the email sent to each player and announced on the FIDE website. Additional contracts between the Organizer and the players may be signed if needed."

So the deadline will be in the mail to Carlsen and Nepo.

Carlsen poses a problem to FIDE, to Nepo, and to Ding.

As long as Carlsen has not decided, Nepo does not know against which opponent to start preparing and thus he cannot really start preparing. If he plays Carlsen, then he might include a Chinese or even Ding himself in his team. If he plays Ding, then he might include one or more of Carlsen's seconds in his team e.g. Dubov.

As long as Carlsen has not decided, Ding does not know if he has to prepare for a World Championship match or not. So he does not know if he has to assemble a team and rent cloud engines or not. He does not know if he can sign contracts to participate in other tournaments or not.

Carlsen has an interest to postpone a decision to play for as long as possible, as it limits the preparation of Nepo.

Carlsen can base his decision on the place, date, and prize fund.

If the prize fund for the 2nd Carlsen-Nepo match is lower than for the 1st, then Carlsen might not play. After all he has to pay his team of grandmasters and cloud engines.

Carlsen might also decide not to play because of the time and place. Firouzja and MVL have decided not to play in the Olympiad at Chennai in July / August because of the weather.

This brings up another issue: bidders might bid differently on Carlsen - Nepo than on Nepo - Ding. A Scandinavian city might bid more on Carlsen - Nepo than on Nepo - Ding. A Chinese city might bid more on Nepo - Ding than on Carlsen - Nepo.

So opponents, place, time, and prize fund are intertwined.

Carlsen has decided he will not play Nepo.
So Nepo and Ding will play for the Title.
