Delay

Especially in bullet chess I experience that often there’s a lot of delay for my opponent even when my wifi is full bars. It says on my screen that my opponent is ticking time away while in the meantime after he has made his moves he goes back to his original time while my time was decreasing apparently. Is anyone else bothered by this?
