So typically black is a move behind making (at least initially) his develpment mostly defensive.  But let's says after a series of poor choices by white where he brings his queen out too early and after black chases it all the way back to its originial square that black is now ahead in development 6 moves to 4...should black now with a sturdy foundation switch to offensive or continue down the path of defense?

For the record I am going on offense and trying to capatilize on my momentum.  Just interested on what the general rule of thumb would be if there is one

so let's just say then that for WHATEVER reason in a game, black ends up ahead in development...then?

I think the best way to settle this would be to give an example. It all depends on the situation, regardless of color. I've been white and had to turn defensive before so take it as it comes.
