I am unhappy with the disconnect whenever I am winning games. This doesn’t appear to ever be an issue in games I am losing. The appearance is that cheating is occurring.

It's not cheating, it's just perception bias because you notice it when you're winning and not so much when you're losing: you can use the game explorer to show games you've won by abandonment, and you can see that they do exist, and recently as well:
You do seem to have a had a burst of games that you've lost this way recently, but that's probably more indicative of some sort of internet connection problem with your ISP than anything else:
