What did he do... sit there for 16 minutes with his clock running, just to make you wait?
Report him.

you waited just because you wanted your rating to go up. why did not you resign?
Why should he resign? Wouldn't that just reward the jerk that's stalling?
So let's make sure we're on the same page here...
Some jerk is stalling for more than 15 minutes in a forced-mate position.
You feel that this sort of behavior should be rewarded with a win plus rating points.
I feel that it should be reported as a "fair play" violation, perhaps even leading to the jerk getting banned.
Is that how it works?
ok, i got it. that kid is certainly a bad loser. ok, you want to ban that notorious loser. so you report him. but how many of them will get banned out million. how many hundreds of them will get added everyweek. how much patience you have left after every cycle. it is just too much to bear. your patience that chess. com will ban every one of them is just not going to happen. it is ultimately boils down to you on how you approach chess. it hurts but you have no choice.
Let's compromise.
If somebody pulls that crap on me, I report him.
If he pulls it on you, you can give him some of your rating points.
Fair?
all it takes is to have a mod live. contact the mod, get an adjudication. This balony has gone on for too long. online chess can never be taken seriously with these dweebs about.
I don't get it. I've had a bit of a stalk of this Igor guy. He's pretty good (by my standards) so he takes his chess pretty seriously. Why do this? Having a bad day? Also, Blu Emu - if someone is reported and they get kicked out - do they just open a new account? Only, how many idiots can there be? At this level?
